The test that ends at time 0

This test compiles and reports no errors, but the run phase ends at time 0 and the scoreboard checks nothing.

Fix run_phase in smoke_test.sv so the sequence runs and the scoreboard checks every addition the sequence sends. The adder (env.sv) is a pipeline 1 to 7 cycles deep, so its last sums come out a few cycles after the sequence finishes.

Run sends 20 additions through a 3-cycle adder and prints what the scoreboard checked. Submit tries different lengths and pipeline depths.
