Tags that repeat before the round is over

tagger.next_tag() returns the tag for the next transaction, a value from 0 to 7. Tags must be handed out in rounds: any 8 calls in a row, counting from the first call, use each of the 8 tags exactly once, in a random order that differs from round to round. Each tagger keeps its own rounds.

Run prints four rounds of eight tags. Fix tagger.sv.
